Underground Storage Tank Cleanup Fund - USTCF - Claim Eligibility - Reimbursements - Case Closure


The Underground Storage Tank (UST) Cleanup Fund (Fund) provides a means for petroleum UST owners and operators to meet the federal and state requirements of maintaining financial responsibility to pay for any damages arising from their tank operations. The Fund assists a large number of small businesses and individuals by providing reimbursement for expenses associated with the cleanup of leaking USTs. The Fund also provides money to the Regional Water Boards and local regulatory agencies to abate emergency situations or to cleanup abandoned sites that pose a threat to human health, safety, and the environment, as a result of a UST petroleum release.


    Since 1992, Professional environmental assessment consultants have performed an extensive number of Phase 1, 2, and 3 Environmental Site Assessments on residential and commercial properties for Real Estate customers to evaluate its environmental condition(s) and identify any Recognized Environmental Concerns (RECs) that could be a liability or become a future environmental liability.

The Site Is About 200 Feet South Of The Sacramento River And About 3/4 Miles East-Southeast Of The City Of Colusa. Site Structures Include An Office Building, A Storage Garage, And A Warehouse. Several Aboveground Tanks Were Previously In The Central Portion Of The Site With CApacities Ranging From 24,000 Gallons To Less Than 10,000 Gallons. Fuels Previously Storage At The Site Include Gasoline, Diesel Fuel, And Aviation Fuel. Bentley M. Ranch Hillgate Rd Arbuckle CA Colusa Diesel Soil Barnes Property - Delevan 5511 Loretz Road Delevan CA Colusa Diesel, Mtbe / Tba / Other Fuel Oxygenates, Gasoline Aquifer Used For Drinking Water Supply, Soil, Well Used For Drinking Water Supply In May 1997, An Investigation For A Property Transfer Detected Tph In Soil And Gw Mainly At The Former Pump Island At A Former Gas Station. The Owner Implemented A Soil Removal Action Without Regulatory Oversight. Groundwater Then Seeped Into The ExCAvation. No Work Was Performed At The Site For A Number Of Years. Additional Soil And Groundwater Sampling Performed In February 2010 Shows That Tph In Groundwate At The Site Of The Pump Island ExCAvtation Decreased From 31,000 Ppb To 320 Ppb.
